David was a founding director of LOC and CEO for 7 years until 2007. He is a master mariner who has specialised in major marine casualty investigations and management for over 35 years.
He has attended numerous major casualties involving salvage, wreck removal, bunker & cargo removal operations globally on behalf of P&I Clubs, Owners, government agencies, salvage contractors and other interests. Many of these casualties have been complex and high profile.
He was on the approved panel of Special Casualty Representatives (SCR) for many years and has attended as SCR for salvage operations in Portugal, Brazil, UK, Norway, Chile and the Middle East.
He has been a Salvage Adviser to the MCA in the UK and Maritime Safety Agency in New Zealand and has acted in this capacity.
He has been the Special Adviser to the Minister of Fisheries and Oceans of the Canadian Government for the oil removal from a 1946 wreck in the Grenville Channel, BC and continues to be an adviser to the Canadian Coast Guard. He was the maritime industry representative on the selection panel for the new SOSREP in 2007. More recently, he led a study commissioned by the UK Maritime Coastguard Agency into the need or otherwise of an emergency towing vessel for north and north west Scotland.
