Bally is a Master Mariner based in LOC’s Houston office. He has 30 years’ experience in different aspects of the marine industry, including technical and commercial management. Bally sailed as Master on ULCC and VLCC tankers trading worldwide, and has also sailed on board tankers up to 565,000 tonnes deadweight. He has held senior management positions in reputed ship ownership companies in Tokyo and the USA.
Bally has extensive knowledge of all types and sizes of crude, product, chemical tankers and LPG carriers including experience in ship-to-ship oil transfer operations (STS), FPSO and single-buoy mooring operations. He has been responsible for ship-vetting programs and has attended numerous drydockings and new building projects.
On behalf of ship owners and LOC he has undertaken accident/incident investigations, including: fire, collisions, groundings, oil spills, unsafe ports and navigation matters throughout the Americas. He has also carried out various types of surveys and audits, including: pre-purchase inspections, condition and suitability surveys, cargo contamination, and bunker disputes.
Bally has given expert testimony in deposition on marine related cases.
