ESTABLISHED IN London in 1979
LOC was established in 1979 to provide independent, high quality marine & engineering consultancy and surveying services to the world’s shipping and offshore energy industries.
In the late seventies, the four founders made up two master mariners and two civil engineers saw the need for marine and engineering consultancy and so LOC’s first office was opened in London on Fenchurch Street.
Since then, LOC has grown into a global organisation with offices strategically located in the major energy and shipping locations throughout Europe, Africa, Americas, Middle East, Asia and Australia.
LOC continues to grow and expand to meet the demands of the energy and shipping industries around the globe.
In the beginning
In the late 1970s, two master mariners and two civil engineers saw the need for a marine & engineering consultancy which could provide comprehensive surveying & consulting services to both the energy and shipping industries. John Mervyn Jones, Richard Martin, David Pockett & Stuart Tait, who came to be known as the “gang of four”, set up LOC on 16th February 1979 in a very small office at 1 Fenchurch Buildings in the City of London. From these humble beginnings, they enthusiastically set about marketing their services to the marine and energy industries.
Expansion in the 80s
Given the growth of the offshore industry in the US Gulf, LOC made several attempts to win contracts from US based oil companies and contractors. It became obvious that a presence was required in the USA and in 1985, LOC’s first overseas office was set up in Houston. Shortly afterwards, contracts were won to act as MWS on two large offshore projects, Chevron’s “Gail” and “Hidalgo” developments offshore California. This provided the template for LOC to expand further, opening offices in Norway, Singapore and Australia in the same decade.
Further expansion in the 90s
By the 1990s, LOC’s expansion had been dictated by the growth of the shipping and offshore industries in certain parts of the world and where potential was obvious and a proactive approach followed with a carefully developed strategy. The Middle East was the only major region where LOC was not represented and so in 1993, offices were opened in Dubai and Abu Dhabi. A major achievement in 1990 was being awarded the contract to act as MWS on the prestigious Hibernia project offshore Newfoundland. The project value was by far the highest ever at that time.
The new millennium
By the turn of the century, LOC had become well known as a leading international marine & engineering consultancy. A surprising new area of business arose in the form of alternative energy with wind energy being popular. LOC was still expanding opening more offices around the globe and in December 2004 a management buy out (MBO) formed LOC Group Ltd making the group independent under the existing management. This created a new impetus and enabled further measured growth both geographically and in numbers of personnel.
LOC has grown into an international, multi-disciplinary organisation, with offices across the world. Our team now comprises of over 400 professionally qualified personnel. And is supported by over 30 offices in all major shipping and energy centres. Today, we remain proudly independent – which means we always act impartially to get the best possible results for our clients.
